Summary

Regenerates the bundled fixture corpus against pipeline e7394a4
(was aadb46b, built 2026-07-31 -> 2026-08-03).

Picks up seven new catalogued series breaks, SB203-SB209, all
break_year = 2017, recording that the employee-retirement X-codes
(X21, X30, X42, X44, X47, Z77, Z78) were last collected in
the annual finance file at FY2016, before those systems moved to the
Annual Survey of Public Pensions.

series_breaks.parquet goes 202 -> 209 rows. Nothing removed. The
manifest's built_at, pipeline_commit and the series_breaks sha256
are updated to match.

Test plan

devtools::test() — 913 passing, 0 failures, 0 skips, against this
fixture on current main
test-fixture-vintage.R green — it exists to fail when the fixture
drifts from what the tests expect
cog-api suite green against a uscogdata built on this fixture —
739 passing (its tests read the fixture out of the installed reader)

Notes

This was sitting uncommitted in the working tree. It is independent of
feat/public-release-0.3.0 and the two can merge in either order.
