Release 2/11: make the Gitea repo public, disable its issues #43

Depends on #42 (secret scan).

Steps

  1. Gitea → repo Settings → make public.
  2. Gitea → Settings → disable Issues on this repo.

Why disable issues here

Once the GitHub mirror exists it accepts issues and PRs, and a GitHub account is far more common than an account on this instance. Two inboxes at ~10 focused hours a week is how an issue sits unanswered for six weeks — which is worse signal than having no tracker at all.

Done when

  • curl -s -o /dev/null -w '%{http_code}' https://gitea.civilytics.org/Civilytics/uscogdata returns 200 from a logged-out session
  • Issues tab is gone from the Gitea repo
