Phase R1: cog_manifest() accessor + CPI coverage pins #4

Implements Task 2 of cog_pipeline docs/superpowers/plans/2026-07-14-phase-r-year-extension.md (spec § 4, forward readiness).

Exports cog_manifest(): read-only accessor for the active session's parsed corpus manifest. cog-api's R1 branch calls it at warm() to derive its year window from the manifest — this PR must merge FIRST (cog-api deploys re-clone uscogdata main).
Regression tests pin bundled CPI coverage 1967 -> current year (the table already spans 1947-2026; the spec's regeneration premise was stale) and no-NA integrity.

Suite: 342 PASS / 0 FAIL / 0 WARN / 0 SKIP. Task review: approved clean.

MERGE ORDER: this PR -> cog-api PR -> cog_pipeline PR.
