Tracks the corpus published 2026-07-23 (pipeline PR #43 / issue #28, Option B ruling): legacy aggregate families now carry exactly one row — the H2-designated Direct flavor — and Census's Total concept reconstructs as code + M-code.

Fixture delta (verified): year=2011 −173,394 non-designated aggregate rows (3,037,606 → 2,864,212; -05 max rows/gov 2 → 1), leaf rows byte-identical. 2012/2019/2020 partitions, metadata parquets, and docs unchanged (2012's published rendering is modern-sourced; modern years have no -NN codes). Manifest resyncs sha/rows/bytes.

Suite: 467 PASS / 0 FAIL / 0 WARN / 0 SKIP against the regenerated fixture — zero pin adjudications needed: the reader verbs filter is_aggregate rows and no main test pins legacy aggregate counts.

Note for the open feat/phase-r3-signposting branch: after this merges, that branch should rebase onto it before its own review completes — its measurement harness reads coverage off this fixture, and any aggregate-adjacent pins there must be adjudicated against the #28 ruling (same discipline as its v6 rebase).

Related follow-on: uscogdata#6 ("total spending" verb semantics) builds on exactly this corpus shape.
